3、Qualification Requirements For Bidder
Qualifications or Performance:3.1Valid business license(domestic);
3.2 Manufacturers must pass ISO9001 or other internationally recognized quality management system certification;
3.3 The equipment provided by the bidder shall be a product with low energy consumption and raw material consumption among similar products, and shall comply with national and local safety, environmental protection, and fire protection requirements;
3.4 For components that are necessary for the operation of the entire set of equipment, even if they are not listed in this bidding document or the quantity listed is insufficient, the bidder is still obliged to list them in the bidding document and make up for them free of charge during contract execution;
3.5 The testing equipment provided by the bidder shall be of the latest model, with excellent functionality and structural design, easy operation, high measurement and control accuracy, good repeatability of test results, high reliability, and a design life of more than 10 years, reaching the international first-class advanced level. Corresponding proof documents shall be provided, and technical advantages of the equipment shall be explained;
3.6 The main mechanical, electrical, and refrigeration parts of the equipment should all be qualified branded products with a list attached. The list should sequentially indicate its name, quantity, model, place of origin, and manufacturer;
3.7 * Performance list and customer contact information (including Chinese Mainland and foreign markets) shall be provided when bidding. The bidding equipment shall have good international sales performance and use reputation; In Chinese Mainland, at least three mainstream vehicle manufacturers or testing institutions have been equipped with similar systems;
3.8 * The bidding party must have after-sales capabilities in China, have regular technical personnel, have the ability to update supporting software, be able to respond quickly within 24 hours, take prompt measures, and provide proof materials;
3.9 The bidding party and the equipment provided by the bidding party shall not cause any impact or loss on the bidding party"s use of the equipment for scientific research and commercial activities if it involves any legal litigation;
3.10 * Provide legal representative"s authorization, copy of legal representative"s ID card and ID card of authorized person;
3.11 For bidding equipment from the same manufacturer or integrator, only one bidder is allowed to bid;
3.12 The project does not accept consortium bidding;
3.13 Bidders without purchasing the bidding documents as required by the bidding documents are not allowed to participate in the bidding.
The bidder shall provide a set of copies of the above-mentioned materials with official seal when receiving the bidding documents.
