Qualifications or Performance:3. Qualification requirements for qualified bidders
3.1 The following conditions shall be met:
(1) The bidder shall be an enterprise established according to law (able to bear legal responsibilities and be financially independent), and the domestic bidder shall provide a business license, organization code certificate, tax registration certificate or a three-in-one business license; The overseas bidder shall provide the corresponding legal and valid certification documents (copy with official seal or signature of the person in charge);

3.2 The bidder shall not be included in the list of persons subject to enforcement for dishonesty, parties to major tax violation cases, and records of serious illegal and dishonest behaviors of government procurement (see Treasury [2016] No. 125 for details).
