3、Qualification Requirements For Bidder
Qualifications or Performance:3.1.All documents provided in volume 1 of the tender documents to prove that the tenderer can perform the contract after winning the tender;
3.2.Meeting the relevant technical standards of the People"s Republic of China;
3.3.The specific qualifications of the tenderer:
3.3.1 The tenderer must be the direct builder of the vessel to be tendered and a copy of the valid business license with the official seal provided in the tender documents.
3.3.2 Performance Requirements: The Tenderer has 4 Knock Nevis or similar size ships of 740 TEU and above (similar size ships: bulk carriers of 11,000 tons and above, or liquid cargo vessels of 9,000 dwt and above) , the bidding documents provide the key pages of the ship-building contract (including the first page of the contract, the signature and seal pages, and the relevant contract contents that can reflect the ship specifications) . If the contract can not be proved to be a seagoing vessel, other seagoing vessel proof materials shall be provided.
3.3.3 The tenderer has provided a letter of commitment for nearly three years (1 January 2020 to 31 December 2022) without major or more safety liability incidents.
3.4. Reputation: the bidder has no bad behavior record (defined as the scope of bad behavior record: by the state, Zhejiang province and other relevant administrative departments to stop bidding activities and in the period of being stopped) .
3.5. According to the "Notice on joint disciplinary action against the person executed for breach of trust" issued by the Supreme People"s Court and other departments, the bidder or its legal representative may not be the person executed for breach of trust. The tenderee (Tender Agency) will inquire into the information of the tenderer or its Legal Representative"s breach of trust (specifically, the inquiry on the"Creditchina.gov.cn" website www.creditchina.gov.cn on the day of bid opening shall prevail) , if the tenderee is the person who has been executed in breach of trust, the bid evaluation committee will reject the bid. If the force majeure can not be queried on the day of tender opening and the inquiry can not be resumed for the time being due to an incident, the successful tenderer may be queried afterwards during the period of announcement of the successful tender, if the successful candidate or his legal representative is a person who has broken his trust, the tenderer shall disqualify from the bid according to law.
3.6.The person in charge of a unit shall not participate in the bidding of the same tender project if he is the same person or if different units have holding and management relations. Proof of equity ownership shall be provided in the bidding documents.
3.7. This tender does not accept consortium bidding or subcontracting.
