Qualifications or Performance:Where a legal person or other organization from the People"s Republic of China or a country or region having normal trade relations with the People"s Republic of China meets the following conditions, other than meeting the requirements of qualified tenderers as set out in paragraph 2.2 of Chapter 1, notes to tenderers, book I, of the 2014 edition of international competitive tender documents for procurement of electrical and mechanical products, prepared by the division of Electrical, Mechanical and Ministry of Commerce of the People"s Republic of China Industries, the following conditions shall also be met:1 the manufacturer may participate in the tender independently, the manufacturer in the customs territory must have the valid business license; the manufacturer outside the customs territory must legally register in the host country. The national general agent or agent of the bidding products may also participate in the bidding. To provide 2023 records of tax and social security funds paid in accordance with the law for three consecutive months from October to the present, and to provide tax returns stamped by the tax authorities for zero tax payment, suppliers who are exempt or not required to pay social insurance according to law shall provide relevant documents to prove that they are exempt from tax or not required to pay social insurance according to law (provide supporting materials and affix official seal in tender documents) 7 whether or not to accept a consortium bid: If a consortium bid is accepted, a consortium agreement shall be submitted; if a consortium bid is accepted, each party to a consortium may not bid in its own name in the same tender package or participate in other consortium bids; where a consortium bids, proof of eligibility of the parties to the consortium, a joint tender agreement and a statement of the work and responsibilities to be undertaken by the lead and the parties, with an undertaking that the parties to the consortium will be jointly and severally liable to the tenderer in the event of a successful bid.
