3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must come from the PRC or be equipment manufacturer from the country or region having regular trade relations with the PRC.
3.2 The bidder registered within the territory of the People"s Republic of China shall provide photocopies of valid business licenses, and trading companies shall provide photocopies of valid business licenses of their own and manufacturers within the territory of the People"s Republic of China.
3.3 The bidder shall have one sales performance contract of acrolein reactor since January 1, 2019 (subject to the signing time of contract), and the equipment shall be guaranteed to operate stably for two years at least. Note: The bidder must provide copies of detailed sales performance list and performance contract, as well as a copy of acceptance and commissioning report, including product name, model and specification, quantity, signing time of contract and other contents. The related performance shall be guaranteed by the bidder to be true and valid, and stamped with the official seal or signed by the corporate responsible person.
3.4 The bidder shall, according to his own circumstances, provide the corresponding supporting materials in accordance with the following requirements:
A. For a bidder from inside the PRC customs territory
① The bidder must have a pressure vessel manufacturing license of Grade D or above within the validity period (a copy of above license must be provided and stamped with the official seal).
②Bidders should have strength calculation, finite element stress analysis, flow field analysis and other design and calculation capabilities and related design and calculation software, provide screenshots of the calculation software and calculation capabilities of the letter of commitment (in the form of their own).
③The bidder shall have sufficient capital guarantee and good financial status, provide financial audit reports for the past three years (2020, 2021 and 2022) and be profitable (including balance sheet, profit statement, cash flow statement, etc., with copies and official seals).
④As of the bid submission deadline, if the bidder is listed by the people"s court as a dishonest？executor, its bid will be rejected (provide "Credit China" (www.creditchina.gov.cn) query screenshot).
B. For a bidder from outside the PRC customs territory
If the bidder comes from outside the PRC customs territory, it must promise that it has no bad performance record or serious quality problem in recent three years.
3.5 The Project rejects bids from agents.
