REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Natural capital accounting and biodiversity protection for Bishan District

The Chongqing Municipal Government has received financing from the World Bank toward the cost of the Green and Carbon Neutral Cities, and intends to apply part of the proceeds for consulting services of Natural capital accounting and biodiversity protection for Bishan District.

The consulting services (“the Services”) include two core themes: natural resource asset accounting and biodiversity conservation, targeting the entire Bishan area with a total area of approximately 915 square kilometers. Explore the practices of mountainous and hilly cities, support Chongqing in accelerating its transition from "quantity growth" to "quality growth", emphasize the protection of the social ecological environment while maintaining rapid socio-economic development, and achieve green and high-quality development.

The total effort input for the Services is estimated to be 143 person-months.The Services is expected to start in May 2024 and end at the end of project implementation, with an implementation period not exceeding 48 months.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

Chongqing Bishan District Development and Reform Commission (“Employer”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• The Consultants (including JV partners and/or subcontractors) should come from qualified member countries/regions of the World Bank, and have no affiliated or interest relationship with the Chongqing Municipal Office of the Leading Group for Utilizing International Financial Organizations and Foreign Government Loans and the Employer.
• The Consultants should have independent legal personality and a valid business license; Having a valid Class A surveying and mapping qualification certificate issued by the administrative authority is preferable; And have corresponding abilities in personnel, equipment, funds, and other aspects.

C. The Consultants should have experience in geographic information data processing and integration, and its performance should meet the following requirements:

(1) In the past 5 years (from 2019 to 2023), there have been no less than 5 consulting achievements related to this consulting task in the fields of natural resource assets, biodiversity, geographic information data construction, ecological background analysis, and ecological protection and restoration. Those who have received awards at the provincial and ministerial level or above are preferred;

(2) Having rich experience in government projects, it is better to collaborate with government departments at or above the provincial (municipal) level in similar achievements;

(3) Have a WeChat official account in operation, and it is better to have a official account with a large number of articles published and spread;

(4) Having experience in producing thematic atlases, it is preferable to have officially published atlases;

(5) A copy of the relevant project performance contract must be provided, and stamped with the official seal of the Consultants.

D. The consulting service team provided by the Consultants should be composed of scholars, experts, and technical personnel with professional backgrounds in ecology, geography, biology, environmental science, urban and rural planning, landscape architecture, and other fields. Specific qualification requirements can be found in the seventh item of the task outline: Team, Personnel Configuration, and Qualification Requirements.

E. Joint bidding of the joint venture is permitted, but the joint venture cannot exceed 2 units.

F. For foreign consultants, they must possess the same qualifications as mentioned above.

The Consultant shall provide documents to demonstrate its capability and competency to the requirements of this assignments including but not limited to

a.The Consultant’s legal name and business license

b. Contacts and details (address, phone number, and email address)

c. Consultant profiles or brochures

d. Description of the organizational structure, staffing and facilities

e. List project and contract performance that meet the requirements, including completed and

ongoing projects, and provide the appropriate contract as supporting evidence

f. Other documents that the Consultant believes are necessary to demonstrate its competence and

competence for the task;

g. The intention of JV or consortium.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality-Based Selection method set out in the Procurement Regulations.
