1.The Chinese government has received a loan from the World Bank toward the cost of the Three Gorges Modern Logistics Center infrastructure project in Yichang, Hubei Province, and intends to apply part of the WB Loan toward payments for selected External monitoring of resettlement.

2.Purpose of this consulting serviceIn order to effectively eliminate or reduce the impact of land expropriation, house demolition,resettlement on residents,enterprises and institutions in the project area during the project construction process, to ensure the smooth implementation of the project.

The main contents of the project consulting services include:

(1) Monitoring the resettlement of relocated households

(2)Monitoring of land acquisition

(3)Monitoring of the functioning of resettlement agencies

(4)Monitoring of the placement of vulnerable populations

(5) Monitoring of the recovery of the living standards of the affected populations

(6)Monitoring the recovery of affected enterprises and units

(7)Monitoring of compensation and recovery of affected specialized facilities

(8)Monitoring the compliance of resettlement policies of associated projects

3.The consulting service is expected to be implemented for 42 months, from June 2018 to December 2021 (subject to the actual progress of the project).

4.China International Tendering Company Ltd.(Purchasing Agent),entrusted by the owner, now invites qualified consulting firms to submit letters of interest for the consulting services. Interested consulting firms shall provide sufficient information to demonstrate that they have the required qualifications and the corresponding experience to perform this consulting service.

5The selection criteria for short-list consulting companies are:

(1)The consultant shall be an independent social organization, company or other legal entity;

(2)The consultant should have scholars, experts and technicians in the fields of sociology, anthropology and economics;

(3)The consultant should have high academic research ability in sociology or other related professional fields;

(4)The consultant should have independently completed external monitoring of resettlement for at least one World Bank or other international financial organization loan project;

(5)Consultants should be familiar with the World Bank safeguard policies and relevant national laws and regulations;

(6)Good cooperation, communication and coordination ability with both Chinese and foreign parties.

6.Documents to be submitted

(1)The company"s business license and qualification certificate;

(2)ATTN and contact information (address, telephone number and email address);

(3)Company profile or brochure;

(4) Supporting documents of similar projects completed in the past five years;

(5)Other certification materials that can prove that the consulting company is competent enough for the consulting service (if necessary).

7.Interested consulting firms should pay attention to the conflict of interest policy in section 1.9 of the World Bank"s Guide to the Selection and Engagement of Consultants for Borrowers (published in January 2011 and revised in July 2014).

8.Consulting firms may band together in the form of joint ventures or consulting subcontracting agreements to strengthen their qualifications.

9.The selection of consultants will be based on the seniority of Consultants (CQS) selection methodology set out in the World Bank Borrower Guide to Selection and Engagement of Consultants.

10.Interested consulting firms can obtain more information from 9:00-17:00 (Beijing time) every business day beginning April 27, 2018 at the following address.
