3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The bidder shall be an independent legal person with the ability to design, manufacture, supply and technical services of the products to be invested by the manufacturer or the agent directly authorized by the manufacturer, but the manufacturer and the agent cannot participate in the bidding at the same time.
The bidder shall provide valid business license, organization code certificate, tax registration certificate or business license with three certificates in one; The overseas bidder shall provide valid independent legal person certificate. To prove that the bidder has the independent legal personality.
(2) If bidding for an agent:
① a valid formal authorization letter issued by the manufacturer for the tender shall be provided;
The bidder shall be registered in the local legal registration time at least three years from the date of bid opening, and provide a copy of the valid certificate of registration such as business license.
(3) After-sales service:
① The bidder shall provide the after-sales service commitment letter issued by the manufacturer, promising that there are domestic service agencies or offices to provide services ② The bidder promises to provide free after-sales technical services for 5 years after winning the bid. (See "After-sales Service Commitment Letter" in the tender document format for details).
(4) The bidder shall provide the original credit certificate issued by the bank of account within three months before the bid opening date or the copy of the original (signed or sealed by the bidder"s representative).
(5) The bidder shall pay attention to the fact that the tenderer does not accept the goods imported before the bid deadline.
(6) Performance requirements:
From January 1, 2015 (based on the time of the supporting materials provided) to the closing date of the bid, The effective performance of no less than 2 sets of steam turbine units with a medium of nitrogen and hydrogen based synthesis gas (molecular weight of synthesis gas is between 8 and 10), a compressor with an inlet flow rate of not less than 120KNm3/h and an outlet pressure of not less than 14MPaG under normal working conditions (100%), and a steam pressure of not less than 10MPaG and a temperature of not less than 500℃.
Note: relevant certification materials
1) The bidder shall fill in the corresponding performance table and parameters (including at least the user unit, unit name, compressor and steam turbine model, medium, temperature, pressure, etc.);
2) Copies of valid documents containing at least one of the following shall be provided as supporting materials:
① The key page of the performance contract (including the signing and sealing page of the contract and the copy of the technical agreement including the data table, if the contract cannot be reflected, other performance certificates can be provided);
② Export or import declaration form;
③ valid documents of shipping bill;
④ User signature or acceptance slip or user proof of use or user debugging report or temporary receipt certificate or final receipt certificate.
If the above materials can not reflect the product parameters, it is necessary to provide the product technical white paper or manual or product color pages and other parameter proof material key pages (foreign documents need to provide Chinese translation).
(7) Reputation requirements
1) For Chinese bidders:
