Qualifications or Performance:Qualification Requirement:The bidder shall not have the following circumstances: 1. The same person in charge as other bidders of the bidding project; 2. It has a controlling and management relationship with other bidders of the bidding project. 3. It has been listed by the Supreme People"s Court on the "Credit China" website (www.creditchina. gov.cn) or on the credit information sharing platform at all levels. 4. It has been listed by the administrative authority for industry and commerce on the list of serious illegal and dishonest enterprises in the national enterprise credit information publicity system. Contract Reference Requirement:Bidders or manufacturers should have experience in manufacturing bidding equipment and have sold no less than 5 sets (which can be one or more contracts) of the same type of equipment used for testing the braking noise of automotive braking systems within the past 5 years (from January 1, 2019 to the date of bid opening), and have passed customer acceptance. In order for Hainan Testing Company to benchmark with peers and subsequent standard conversions, At least 2 of the clients in the performance are national level inspection and testing institutions registered with the Ministry of Industry and Information Technology (for the automotive vehicle part, please refer to Annex 1, the website of the Equipment Industry Development Center of the Ministry of Industry and Information Technology (http://sservice. mit-eidc. org. cn). If the agent bids, the authorized manufacturer"s performance is valid. Relevant supporting materials to be submitted: 1) A copy of the contract agreement, acceptance certificate, and invoice (formal invoice can be provided by foreign manufacturers) should be attached; 2) The bidder should be the direct supplier of the contract; 3) Contracts should have signatures or seals from all parties, except for special forms of contracts such as electronic contracts and orders;
