3、Qualification Requirements For Bidder
Qualifications or Performance:1.The bidder shall be the manufacturer (integrator) or agent of the laser projector in the bidding equipment. In case of an agent, the original or scanned copy (photocopy) of one of the following materials shall be provided:
1) a power of attorney issued directly by the manufacturers (integrators);
2) a power of attorney issued by the manufacturer (integrators) "s affiliate (an affiliate refers to a manufacturer (integrator) -holding or a held company or a company subordinated to the same manufacturer (integrator), with valid certificate/description of association);
3) a power of attorney issued by regional dealers authorized by the manufacturers (integrators) (valid certificates should be provided by regional dealers);
Otherwise, the bidders" documents will be rejected.
2.1) The bidders registered in China (excluding Hong Kong, Macao and Taiwan) should provide the following supporting documents or their scans (copies):
① Business licenses, public sectors" legal person certificates or other legally-registered supporting materials;
② ISO9001 quality management system certification or the equivalent showing that the laser projector manufacturer is within its validity;
2) Bidders registered outside the PRC (including Hong Kong, Macao and Taiwan) should provide the following supporting documents or their scans (copies):
① Valid business licenses or other supporting documents;
② ISO9001 quality management system certification or the equivalent showing that the laser projector manufacturer is within its validity;
3.From January 1, 2018 to the bid deadline (subject to the date of contract or order signing), the bidding goods manufacturer shall have sales performance of 10 laser projector systems used for manual laying, automatic fiber placement, or automatic tape laying of carbon fiber prepreg or adhesive film or conductive copper screen.
Supporting materials included: The original or scanned copy (stamped with the bidder"s official seal or signature) or photocopy (stamped with the bidder"s official seal or signature) of the corresponding sales contract (order) shall be provided. Moreover, the original or scanned copy (photocopy) (stamped with the bidder"s official seal or signature) of the performance acceptance certificate, technical certificate or payment voucher shall be provided as supporting materials. The sales contract or order shall reflect key information such as the date of signing, the content, purpose, specification and quantity of the products sold, as well as the signing parties, otherwise it will be considered as invalid supporting materials. The seller of the contract or order is recognized by the manufacturer or its agent.
4.1) The bidders registered in China (excluding Hong Kong, Macao and Taiwan) should provide the original or scan (copy) of bank creditability certificate issued by the bank which opened the basic account in three months before the bid-opening date. For a sub-branch bank which opens the basic account, this bank, its branch bank (banking department) and its head office (banking department) are also considered as the approved issuing mechanism, but the certificate approving such sub-branch bank is affiliated to its branch bank/head office should be provided.
