1、Bidding Conditions
Overview:The Capital Airport Security Inspection Equipment Renewal Procurement Project for this bidding project has been approved for construction by the Civil Aviation Administration of China with the approval of the Approval (Feasibility Study) Report on the Capital Airport Security Inspection Equipment Renewal Procurement Project (Civil Aviation Letter [2019] No. 1022). The project entity is Capital Airport Group Co., Ltd., and the construction funds come from the Civil Aviation Development Fund (80%) and the Capital Airport Group Co., Ltd. self raised (20%). Beijing Capital International Airport Co., Ltd. is entrusted by Capital Airport Group Co., Ltd. to manage the project. The bidder for the project is Capital Airport Group Co., Ltd. (hereinafter referred to as the "bidder"), and the bidding agency for the project is China Instrument Import and Export Group Co., Ltd. (hereinafter referred to as the "bidding agency"). We are now conducting an international open tender for the following products and services, inviting qualified bidders to submit sealed bids for the following goods and related services.

3、Qualification Requirements For Bidder
Qualifications or Performance:1) Comply with relevant laws, regulations, and rules of the People"s Republic of China and Beijing, and meet the requirements for qualified bidders in national laws, regulations, and relevant industry regulations;
2) Domestic bidders should provide a copy of the "Business License of the Enterprise Legal Person", while foreign bidders should provide an equally valid Business License or other supporting documents;
3) The bidder must be the manufacturer or the only authorized agent of the manufacturer for this project. The agent must provide the original authorization letter issued by the manufacturer for this project when bidding. Only one bidder is allowed to participate in the bidding of this project for the same brand product. Otherwise, all bids from bidders of that brand will be rejected. Bidders must meet any of the following conditions:
(1) If the bidder is a manufacturer, they shall be able to carry out the sales, inspection, maintenance, and repair work of the invested products, and have the qualifications to carry out relevant training on the use, inspection, maintenance, and repair of the invested products, and must authorize qualified personnel for training; (Original commitment letter issued by the manufacturer must be provided)
(2) If the bidder is an agent, they must have relevant qualifications issued by the manufacturer for the sales, use, inspection, maintenance, repair, training, and authorization of the bid products, or the manufacturer shall issue an original commitment letter to the bidder for the above content, promising that the manufacturer will be responsible for the above work. Ensure the ability to carry out sales, inspection, maintenance, and repair work of the invested products, and have the qualifications to carry out relevant training on the use, inspection, maintenance, and repair of the invested products. At the same time, provide the manufacturer"s original factory warranty authorization or original factory on-site warranty for this project, and have the qualifications to authorize qualified personnel. (Original authorization letter issued by the manufacturer must be provided).
4) The products invested must be of the same brand, and each individual product must be of the same model;
5) The invested products must have a valid Civil Aviation Safety Inspection Equipment Use License issued by the Civil Aviation Administration of China, and a copy of the certificate with the bidder"s official seal must be provided;
6) From January 1, 2021 to the deadline for submission of bidding documents, with sales performance of domestic end users for the products (same brand, same model for each item), and the cumulative sales quantity of each product shall not be less than the quantity of products tendered in this bidding document. (Provide proof materials including but not limited to: the first and last pages of the contract, details of the products (product name, model, quantity), contract amount, contract signing time, signature pages of both parties, and arrival acceptance certificate. Each page must be stamped with the bidder"s official seal. If the provided contract cannot reflect the above content, user proof documents must be provided to prove the above content and stamped with the user"s official seal.);
7) The bidder must provide the original credit certificate issued by the bank within three months before the bid opening;
8) This project does not accept bidders who have experienced any of the following situations within the territory of the People"s Republic of China in the past three years:
a) Those who are subject to administrative penalties due to responsibility for safety production accidents;
b) The parties involved in major tax violations or those with a tax credit rating of D;
c) Those included in the list of abnormal business operations, the list of serious illegal and dishonest enterprises, or the list of dishonest persons being executed.
The bidder must provide the original commitment letter stamped with the official seal, promising that there is no such situation. Domestic bidders are required to provide screenshots of the dishonest debtor"s webpage query on the "Credit China" website (www.creditchina. gov.cn) or the "China Execution Information Disclosure Network" website (zxgk. course. gov.cn) stamped with official seals, as well as the "National Enterprise Credit Information Disclosure System" website( https://www.gsxt.gov.cn/ )Screenshots of website queries for administrative penalties, inclusion in the list of abnormal business operations, and serious violations and dishonesty of enterprises. Once discovered to be inconsistent with the promised facts, the bidding qualification will be cancelled and the supplier blacklist of Beijing Capital International Airport Co., Ltd. will be added, and they will not be hired for five years;
9) For suppliers who have entered the blacklist or dishonest supplier directory of Beijing Capital International Airport Co., Ltd., or suppliers who have not signed or fulfilled contracts due to the responsibility of the winning bidder after winning the bidding project of Beijing Capital International Airport Co., Ltd. in the past, the tenderer has the right to refuse their bids; (Bidders must provide the original commitment letter)
10) Consortium bidding is not allowed for this project;
11) If a bidder"s bid does not meet the substantive requirements stipulated in laws, regulations or bidding documents, its bid will be rejected or treated as an invalid bid.
