3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder shall be a manufacturer with independent legal personality and business scope for air delivery system, and provide a copy of the industrial and commercial business license with official seal, tax registration certificate, and organization code (or a business license with official seal and three certificates in one); In the case of agent, the supplier"s unique authorization document for the project shall be provided (see Format IV-9-4 in Volume 1 of the Solicitation documents).
(2) The manufacturer shall pass the ISO9000 series or equivalent quality management system certification.
(3) The scope of supply of the equipment provided in the tender shall meet the requirements of the inquiry documents and technical attachments. The bidder shall be responsible for the completeness of the accessories required for the normal operation of the equipment and ensure that the equipment provided can be installed and used in China.
(4) The bidder"s bid documents must be completed in strict accordance with the requirements of the inquiry documents and technical attachments, and the bid documents must provide a business and technical deviation table respectively. The deviation table shall be filled with specific deviation items. If there is no deviation item, the bidder shall fill in a declaration of no deviation, and any deviation not included in the deviation table shall not be accepted.
(5) The bidder shall have the corresponding experience and ability of R&D, design, manufacture and supply of air delivery system of LDPE/EVA device with kettle or tube process of 200,000 tons/year. The bidder shall, in accordance with the requirements of the bidding documents, provide three or more sets of LDPE/EVA equipment or LDPE equipment or EVA equipment air delivery system supply performance table applied to the kettle or tube process of 200,000 tons/year or more. The performance requires the air delivery system to run smoothly for 3 years after the operation of domestic and foreign installations of similar scale. The performance table shall indicate the name of the project, the material of the main equipment, the design capability of the device, the process adopted by the device, the purpose, the user name, the smooth running time after putting into operation, the installation location and time. Foreign performance provides a copy of the contract or user evaluation of good use of proof documents, domestic performance provides a copy of the contract and user evaluation of good use of proof documents.
(6) The bidder shall provide a detailed document delivery plan in the bidding documents, and meet the requirements of the inquiry documents and technical attachments.
(7) The acceptance criteria of the goods provided by the bidder shall meet the requirements of the inquiry documents, technical attachments and bidding documents.
(8) The bidder shall obtain the pressure vessel special equipment manufacturing license issued by the State Administration for Market Regulation of the People"s Republic of China, and provide the materials required by the buyer to obtain the pressure vessel use license.
(9) The bidder must promise to provide the certificate of origin of the product issued by the Chamber of Commerce or official agency of the manufacturer of the final product before delivery after winning the bid, and provide a copy of the certificate of origin of the product for similar projects in this bidding document.
(10) The bidder must obtain the approval or recommendation of ECI Company, the patent vendor of LDPE/EVA project.
(11) The bidder must provide technical attachments that meet the requirements in accordance with the requirements of the inquiry document, and the technical attachments have been submitted to the patent dealer, the design institute and the user for review and signature confirmation.
(12) The seller must provide complete design, manufacturing, inspection and acceptance materials to meet the requirements of the Buyer for obtaining the pressure vessel use certificate.
(13) The bidder shall provide qualified inspection test report for the air delivery system, and provide quality certificate to meet the information requirements required for the registration and use of the air delivery system.
(14) Joint bids are not accepted in this tender.
(15) The original or photocopy of the credit certificate issued by the bidder"s bank within three months before the bid opening date.
(16) The bidder shall abide by Chinese laws and regulations, have a good business reputation, and have no illegal or illegal record in business activities in the past three years.
(17) the bidder shall be noted in the tender documents the tender deadline in China international bidding nets (http://www.chinabidding.com) registered successfully.
