3、Qualification Requirements For Bidder
Qualifications or Performance:1. Qualification requirements for bidders:

1.1 If the goods provided by the bidder according to the contract are not manufactured by the bidder themselves, the bidder shall obtain the formal and unique authorization letter from the goods manufacturer to provide the goods in this bidding (see format IV-9-4);

1.2 The equipment tendered by the bidder must have the equipment notification information published in the civil airport dedicated equipment information management system within the validity period, and the notification shall remain valid during the delivery of goods. (Note: Bidders are required to provide relevant equipment notification information. If the validity period of the notification information is about to expire and cannot cover the delivery period, bidders must provide a commitment letter and promise to maintain the validity of the notification during the delivery of goods.).

1.3 The bidding products must have obtained approval from Boeing, Airbus, and COMAC for use. Applicable models include but are not limited to: Boeing: B737 or B737-600/700/900, B737-8/8200/9/10, Airbus: A318, A319, A320, A321, COMAC: C919, ARJ21-700 (note: the above models should be reflected or provided with NTO certification in the notification information provided by the bidder in the civil airport specific equipment information management system).

1.4 If the person in charge of the unit is the same person or different units with controlling or management relationships, they shall not participate in the bidding of the same section or the bidding of the same bidding project without dividing the section. If they violate the regulations, the relevant bidding shall be invalid.

1.5 For domestic bidders, in the national enterprise credit information disclosure system http://www.gsxt.gov.cn/index.htm Not included in the list of serious illegal and untrustworthy enterprises (blacklist) in the enterprise credit information disclosure report, on the China Government Procurement Network http://www.ccgp.gov.cn/ Not included in the record of serious illegal and dishonest behavior in government procurement (corresponding website screenshots must be provided and stamped with the bidder"s official seal); If it is an overseas bidder, a commitment letter must be provided, promising that there is no record of being punished for dishonest operation;

1.6 Suppliers not on the blacklist of AVIC Group, suppliers not on the list of prohibited trading enterprises of AVIC Group, suppliers not on the blacklist of Beijing Aircraft Maintenance Engineering Co., Ltd., and suppliers not on the list of prohibited trading enterprises of Beijing Aircraft Maintenance Engineering Co., Ltd. have not engaged in any misconduct in procurement projects of AVIC Group and Beijing Aircraft Maintenance Engineering Co., Ltd. in the past three years;

1.7 This tender does not accept consortium bidding and subcontracting is not allowed.
