Qualifications or Performance:3.1 Qualification criteria for bidders:

All legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China that meet the following conditions, in addition to meeting the requirements of qualified bidders in Section 2.2 of Chapter 1 of the 2014 edition of the International Competitive Bidding Document for Procurement of Mechanical and Electrical Products prepared by the Department of Mechanical, Electrical and Science and Technology Industry of the Ministry of Commerce of the People"s Republic of China, shall also meet the following conditions:

① Manufacturers can participate in bidding independently, and manufacturers within the customs must have a valid business license and a production license for the bidding products; Manufacturers outside the customs must be legally registered in their respective countries.

② The national general agent of the bidding product or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the agent) can also participate in the bidding. The national general agent should have a national general agent certificate, which is valid.

③ Distributors (or agents) authorized by manufacturers or national general agents or agents may also participate in bidding.

④ Distributors (or agents) within the customs territory and authorized national general agents or agents must have valid business licenses and medical device operation qualification certificates (the business scope in the operation qualification certificate should cover the categories of products invested, and if the invested products belong to three categories, the medical device operation license shall prevail; distributors (or agents) outside the customs territory must be legally registered and authorized by the manufacturer in the local area.

⑤ Bidding products must obtain a medical device registration certificate.

Note: When multiple bidders submit products of the same brand, the number of bidders shall be determined in the following way: if the bidding products of two or more bidders are produced by the same manufacturer or integrator, they shall be determined by one bidder. If two or more integrators or agents use the same manufacturer"s products as part of their project package, and the total price of the same products exceeds 60% of the total bid price of each project package, it shall be recognized as one bidder.
