3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.
3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http://chinabidding.mofcom.gov.cn) before bidding.
4) Credibility requirements:
① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.
Supporting materials: The bidder should provide "Credit China" (www.creditchina.gov.cn) and "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.
② From January 1, 2020 to present, the overseas bidders must have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.
Supporting materials: The bidders shall provide a letter of commitment stamped with bidder"s official seal.
③ The bidder must not be listed in the blacklist database of suppliers of Sinochem Holdings (the list is subject to the deadline of bidding);
5) The bidder must be a manufacturer or a sales branch of the manufacturer or an agent directly authorized by the manufacturer.
Proof materials (bound in the bidding documents): the bidder must provide the manufacturer"s qualification statement stamped with the official seal of the bidder; if the bidding is for the manufacturer"s sales branch, the bidder must provide the relationship between the bidder and the manufacturer stamped with the official seal of the bidder, which is regarded as the manufacturer"s bidding, and the bidding can be provided with the manufacturer"s qualification certificates and performance as the proof materials. If the bidding is made by an agent, the original or a copy of the manufacturer"s authorization letter for this project must be provided and sealed and bound in the offer document.
6) Performance requirements:
Bidder"s products should have at least 1 set of 100 KTA and above the size of the LDPE or EVA plant initiator injection pump supply performance.
Proof material: the bidder is required to provide the corresponding performance of the contract key pages (contract cover, scope of supply, contract signature page) or a copy of the contract and bound in the bidding documents, the scope of supply shall contain the supply quantity and specifications page ((including pump type, flow, head, medium, etc.) information), user name, user location, device size, etc.) and sales contract key pages copy of the bidder"s official seal. If the corresponding performance contract materials can not reflect the above content, in addition to the contract, but also need to provide the relevant technical agreement or other supporting materials stamped with the official seal of the bidder bound in the bidding documents, the contract copy is not clear or do not provide a copy of the contract are considered invalid performance.
7) The Joint Venture bidding must not be accepted in this bidding project.
The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
