Overview:The Xinjiang Balikun Civil Airport Project of this bidding project has been approved for construction by the Civil Aviation Administration of Xinjiang with the approval of the preliminary design and estimate of the Xinjiang Balikun Civil Airport Project (Xin Guan Ju Han [2022] No. 145).
Source of Funds:The central budget funds, civil aviation development funds, and local supporting funds have jointly raised funds, and the project funds have been implemented.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China are eligible to participate in bidding; Domestic bidders shall provide a copy of their valid business license, while overseas bidders shall provide a copy of their business registration certificate or other valid proof documents.

3.2 This project accepts manufacturers or agents to participate in bidding, but manufacturers and agents cannot participate in bidding for the same project at the same time; If the bidder is an agent, they must have a unique special product agency authorization letter issued by the proposed goods manufacturer for this project (only one bidder can participate in the bidding for goods of the same brand and model), and provide the original or copy of the valid authorization letter.

3.3 The manufacturer of the equipment (snowplow) tendered by the bidder must have ISO9000 series quality management system certification and be within the validity period. 3.4 The equipment (snowplow) submitted by the bidder must be products from the manufacturer"s country of origin. If it is an imported product, it should be the original imported whole vehicle.

3.5 The bidder shall provide at least 5 units (non military airports) of the equipment (snowplow) sold in China from January 1, 2018 to the bidding deadline, and three or more certificates of good operation of the snowplow equipment issued by different users for Chinese sales (including the original contract and the user"s stamped version of the certificate).

3.6 If the bidder is a manufacturer outside the People"s Republic of China or an authorized agent of a foreign manufacturer, they should have a permanent service agency or authorized agency in China and be able to provide timely and effective after-sales service in the location of this project. They must provide an introduction to the after-sales service agency and a copy of their business license (if the after-sales service agency is an agent, a copy of the after-sales service authorization letter issued by the manufacturer must be provided). The permanent after-sales service agency should have a warehouse for vulnerable parts and commonly used spare parts, and provide warehouse address, on-site photos, contact person, contact phone number, and other information; Proof of satisfactory after-sales service issued by two or more different users within China must also be provided.

3.7 Reputation requirements

3.7.1 Domestic bidders must meet the following conditions:

(A) The bidder has not been included in the list of serious illegal and dishonest enterprises in the national enterprise credit information disclosure system by the administrative authority for industry and commerce; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation. (B) The bidder has not been included in the list of dishonest persons subject to enforcement by the people"s court, and is listed on the China Enforcement Information Disclosure Network( http://zxgk.court.gov.cn/ )Conduct queries; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation. (C) The bidder and the bidder"s legal representative have no criminal record of bribery, and the bidder shall make their own judgments on the China Judgment Document Network( http://wenshu.court.gov.cn/ )Conduct an inquiry and attach a screenshot of the inquiry in the bidding documents (the inquiry screenshot should be on or after the date of the bidding announcement for this project, and the screenshot should reflect the inquiry time).

3.7.2 Overseas bidders must meet the following conditions (the following conditions shall be committed by the bidder in writing and bear legal responsibility for the authenticity of the commitment):; (B) Has a good reputation in the same industry, has not been punished by government regulatory authorities for safety, quality, and service issues in the past three years (from January 1, 2020 to the bidding deadline), has no criminal record, and has corresponding capabilities in terms of funds, personnel, equipment, technology, etc; (C) Good commercial reputation and no major illegal records (bidder"s self commitment).

3.8 Units with the same person in charge or different units with controlling or management relationships are not allowed to bid simultaneously in this bidding project.
