Dear Mr./Ms.:
1.The Tengchong Water Authority(hereinafter called "Client") has applied for financing from Agence Française de Développement ("AFD") toward the cost of
Project:Ecological conservation and restoration of the Daying river and its watershed in Tengchong,Yunnan Province. The Client intends to apply a portion of the proceeds
of this financing to eligible payments under the Contract for which this Request for Proposals is issued.
2.The Client now invites Proposals to provide the following consulting services (hereinafter called "Services"): Lot 2:Technical Assistance. More details on the Services
are provided in the Terms of Reference (Section VII).
3.Project goal and objectives:The ultimate goal of the project is to restore the water quality of the Daying River, as well as to restore the ecological balance of its
catchment area and protect its biodiversity.
4.The implementation of the project is divided in 7 Tasks:
Task 1: Technical assistance to the project implementation and capacity building
Sub Task 1.1: Technical assistance for project monitoring and reporting
Sub Task 1.2: Capacity building for Wetlands management
Task 2: Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan (RAP), and Environmental and Social Management Plan (ESMP)
Sub Task 2.1: Specific Environmental and Social Impact Assessments (ESIAs) for sub-projects
Sub Task 2.2: Specific Environmental and Social Management Plan (ESMPs) for sub-projects
Sub Task 2.3: Specific Resettlement Action Plans (RAPs) for sub-projects
Sub Task 2.4: Monitoring program of the implementation of the ESMPs
Task 3: Water management and water monitoring at watershed level
Sub Task 3.1: Investigation and mapping of water systems in the watershed
Sub Task 3.2: Investigation, analysis and monitoring of water resources
Sub Task 3.3: Establishment of an integrated watershed management mechanism and planning
Sub Task 3.4: Improvement of watershed management capacity based on "river chief system”
Sub Task 3.5: Awareness of water conservation

Task 6: Eco-compensation policy research and pilot program
Sub Task 6.1 Research on the evaluation index system of ecological compensation
Sub Task 6.2 Establish an ecological compensation guidance fund, carry out resource capitalization and ecological capitalization, and explore pilot market-oriented trading
of ecological products such as water rights trading, emission right trading, and forest carbon sink trading
Sub Task 6.3 Establish a watershed ecological compensation system
Task 7: Assistance in the design and implementation of complementary activities financed by the China Biodiversity Fund (CBF)
Sub Task 7.1: Support for the definition of needs
Sub Task 7.2: Support in setting up partnerships
Sub Task 7.3: Support the promotion of these activities and of their result at the central level
The estimate of the contract size for this Lot is €3,110,033 of which €950,000 will be funded by the CBF[ CBF is a European grant dedicated to strengthening the
Sino-European dialogue on biodiversity public policies, implemented and managed by AFD. In the framework of this project in Tengchong, the CBF funds aim at supporting
innovative practices and international standards through partnerhips, knowledge production and technical assistance with/from European partners. The activities supported
in the framework of this project are expected to i) capitalize on other innovative practices supported by AFD funded projects implemented in China and ii) to fuel research
programs on related topics supported by CBF together with Chinese technical ministries (Ministry of Natural Ressources – MNR, and National Forestry and Grassland
Administration – NFGA).]. The consulting services will run through the project implementation period, i.e. from 2023 to 2029.
5.General Requirements
(1)The Consultant shall be independent legal entities and provide either valid business licenses or a copies of legal registration, as evidence that they have been
established for no less than 5 years (the date on business license or legal registration shall prevail).
(2)The Consultant shall provide valid ISO9001 Quality Management System Certificate.
6.Joint Venture Requirements
(1)Services are to be provided by a Joint Venture of Chinese and international consulting firms. Maximum number of members in the JV shall be:5 (five)..
(2)The Consultant shall submit only one Proposal, either in its own name or as a member of a Joint Venture (JV). If a Consultant (including any JV member) submits or
participates in more than one Proposal, those Proposals shall be all rejected. However, the same Subconsultant may participate in several Proposals.
(3)If the Consultant is a JV, the Proposal shall include:
a copy of the JV Agreement entered into by all members,
or
a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
(4)In the absence of this document, the other members will be considered as Subconsultants.
(5)Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
7.The Consultant shall have the following experiences:
(1)Demonstrated Experience of at least two (2) consulting service contract in technical assistance in wetland protected area or river catchment strengthening or
consolidation or biodiversity management with a contract amount of more than 10 million RMB since January 1, 2013 (subject to the date of signing the contract).
(2)Demonstrated experience in supporting the implementation of internationally financed projects in China. Preference will be given to Consultant with AFD project
experience.
Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of
recent and similar services shall be submitted and reflect the content of the work and the date of signing. Blurry and unrecognizable documents will not be approved.
