1. The Government of People’s Republic of China has applied for the loan from the World Bank, toward the cost of World Bank loan China Plastic Waste Reduction Project Ningbo Sub-Project and it intends to apply part of the proceeds of this loan to payments under the Contract forSensor Module for All-category Smart Waste Segregation and Collection Bins (1st batch).

  • CITIC International Tendering Co., Ltd. (as the Procurement Agent), entrusted by Ningbo Dabashou Ecological Digital Technology Co., Ltd. (as the Purchaser), now invites sealed bids from all eligible and qualified bidders for the following goods and related services to be procured:

Sensor Module for All-category Smart Waste Segregation and Collection Bins

Project Location

Ningbo City, Zhejiang Province

Main Goods Type and Quantities

1000 sets of sensor module, including weighing system module, capacitive touch screen, AI recognition camera, and necessary accessories and connectors of the above goods, etc.

Delivery Period

After contract signing, the goods shall be delivered in batches; each batch shall be delivered 30 days after the purchase order is placed and no later than 60 days at the latest. The delivery period shall be within 150 days, with 50 sets delivered in each batch; the actual purchase order to be placed shall prevail.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below at 9:00-11:30 and 13:30-17:00 (Beijing Time) from March 8, 2023 to the bid submission deadline on April 11, 2023 (weekends and holidays excluded).

5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

6. The bidder must meet the following qualifications requirements, with details provided in the Bidding Documents:

Qualifications Requirements

Size of Operation

The average annual turnover of the bidder over the last three years (2019, 2020 and 2021) shall not be less than: RMB 51,000,000.

Contractual Experience

The bidder shall complete at least three (3)similar contracts successfully as supplier over the last five years (since January 1, 2017). The scope of contract procurement includes sensor model products similar to those to be purchased for this project; the amount of each contract shall not be less than RMB 16,000,000.

The following evidencing documents shall be provided in the bid, including:

The copies of the contracts or the acceptance certificates issued by the end-users. The copies of the contracts provided in the bid must include but not be limited to the contract pages indicating the information as follow: the first page indicating the project name, procurement contents, contract signing date, contract amount; the page with signatures and official seals and the copies of the corresponding invoices, etc. The contact information including the contact person and the telephone number shall also be clearly indicated.

Technical Experience

The manufacturer of the Goods to be offered shall have the production experience of at least three (3) years, among which the manufacturers of the screen, the weighing system, and the camera shall have sold at least 1000 similar goods, which have operated normally for at least 1 year. The bidder must provide the evidencing documents compliant with the requirements, including the contract and the acceptance certificate of the end-user, etc.

Production Capacity

The bidder shall provide the supporting documents of the manufacturer(s), including: business license, the test report regarding the powder coating quality (please refer to “5 Inspections and Tests” of Section VI for the requirements of test reports). These documents shall indicate the minimum supply or production capacity required to ensure that the Bidder is capable of supplying the type, size, quantity and quality of the Goods required. The bidder shall provide the valid certificate of ISO9000 certification.

Financial Position

Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, profit and loss statement and cash flow statement) for the last three years (2019, 2020 and 2021). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.

Cash Flow Capacity

Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract (This should also take into account the Bidder’s commitments for other contracts) shall not be less than RMB 10,000,000during the last year.

Qualification Requirements

If the goods offered is not manufactured by the bidder itself, the bidder shall obtain and provide the original manufacturer’s authorization (please refer to Section IV for the format) that shows the manufacturer’s consent with offering the goods in the bid or the original agent’s authorization that shows the agent’s consent with offering the goods in the bid (in case of an agent, the authorization, in which the original manufacturer authorizes the agent, shall also be provided in the bid). For details, please see the technical bidding document of the bidding documents.

Litigation History

All pending claims, arbitration, or other litigation shall represent in total not more than50% of the Bidder’s net worth.

7. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee RMB 300. The method of payment will be cash or direct deposit to the following account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Sub-branch; Account No.: 8110701013102383606). The Bidding Documents will be sent by courier. The Purchaser and the Procurement Agent will assume no responsibility for any loss or late delivery of the mailed bidding documents.

8. Bids must be delivered to the address below at or before 10:00 am, April 11, 2023 (Beijing Time). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below. The bid opening time is 10:00 am, April 11, 2023 (Beijing Time). All bids must be accompanied by a bidsecurity of RMB 400,000.
