REQUEST FOR EXPRESSION OF INTEREST

CONSULTANCY FOR THE INFRASTRUCTURE AND EQUIPMENT NEEDS ASSESSMENT TOWARDS THE RENOVATION OF 8 LABORATORIES IN ANGOLA, INCLUDING 7 BSL-2 AND 1 BLS2 TO UPGRADE TO BSL-3

The Government of the Republic of Angola has received a loan in the amount of USD 60 million, from International Bank for Reconstruction and Development (IBRD) of World Bank Group, for Regional Disease Surveillance Systems Enhancement Project (REDISSE IV) implementation and intends to apply part of the proceeds in the recruitment of a firm to assess the needs of infrastructures and equipment for the renovation of eight laboratories in Angola, including seven level 2 biosafety laboratories (BSL 2) and one BSL 2 to upgrade to a BSL 3 laboratory.

The general objective of this consultancy is to contract specialized services that will guarantee successful implementation of the project by providing the most accurate assessment toward these laboratories.

The consulting Services will last 60 days, after commencement of services, estimated time to finalize the reports for each laboratory. The detailed Terms of Reference (TOR) can be requested at the e-mail address given below.

The Regional Disease Surveillance Systems Enhancement Project (REDISSE IV), now invites eligible firms (“Consultants”) to manifest their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services submitting their curricula vitae and other supporting documents deemed necessary for the application.

The Consultant/Firm must have the following qualifications:

a. Experience of having performed at least five consultancies, contracts or projects of the same nature in the last ten years. The experience may be accredited directly by the offeror or by the members of the Alliance or Consortium;

In addition to the qualifications on item (above the proposed key staff) should possess the following qualifications:

Senior Biocontainment Engineer: Senior Consultant with an academic background in microbiology, virology, biosafety with a BSc degree in industrial engineering preferred, with experience comprehensive commissioning and certification experience for high and maximum containment laboratories, hospitals and research facilities in topics related to key activities. Must have at least ten (10) years’ experience in engineering, biosafety and biosecurity, and biocontainment fields. Good working knowledge of English is required, and knowledge of Portuguese could be considered an advantage.

c. Infrastructure Engineer: Consultant, with an academic background in Civil Engineering, Architect or similar, with experience in the design and construction of laboratories and research facilities throughout laboratory design services, engineering consultation, plan reviews, project management and certification inspections for laboratory research facilities and their support areas for at least (10) years leading this type of process responsible for issues related to key activities. Good working knowledge of English is required, and knowledge of Portuguese could be considered an advantage.

Consultants will be evaluated as per the “World Bank’s Procurement Regulations for IPF Borrowers” from November 2020 (“Procurement Regulations”). The Firms will be selected in accordance with the Consultant´s Qualification-based Selection methods set out in the Procurement Regulations (November 2020).
