         Cabeólica, S.A. (Cabeolica) owns and operates 4 wind farms (WF) Total

         25.5 MW (Vestas V52-850 kw wind turbines(WT)). Existing WF

         located in Cabo Verde, islands of Santiago (11 WT), São Vicente (7 WT), Sal (9 WT)

         and Boa Vista (3 WT). Average wind speed is approx. 9 m/s.

         Lenders EIB and AfDB.

         Procurement for EPC comprising:

         - expansion of Santiago WF with 3 to 5 WT (approx. 13 MW additional capacity)

         - a BESS of approx. 5 MW/MWh for grid stability control to be installed at Santiago wind site

         - a BESS of approx. 5 MW/MWh for grid stability control and short term storage to be installed at Sal wind site

         Project financed with debt and EPC contract structured with a risk allocation typical for such financing.

         The EPC Contractor will be selected based on restricted procedures from the shortlist of pre-qualified EPC contractors drawn up by this international open call for EOI.

         Existing wind Farm in Praia, Cabo Verde, more specifically in Monte São Filipe.

         The site is in a plateau 1.1 Km2. Distance from the port: approx. 9 km.

      4. Description of the procurement:
         

         Additional 3 to 5 turbines to be installed on Cabeolica’s Santiago wind farm with a total net additional

         power capacity of about 13 MW.

         This corresponds to a turnkey process, including engineering, procurement, manufacturing, transport to

         Site, construction, installation, commissioning and testing.

         Full notice to proceed with construction is expected to be issued by September 2023.

         Applicants shall provide a description of the company profile, including corporate and ownership

         structure and history.

         Applicants shall also provide:

         - A copy of the Applicant’s corporate deed of incorporation (or Equivalent), as well as any other

         information relevant to the Applicant’s organizational structure and capabilities that the Applicant

         believes would be helpful in assessing the eligibility of the Applicant for participation in the tender

         process for the Project.

         - Copies of the Applicant’s financial statements for the last three (3) years

         - For the technologies under consideration references of similar nature, size, and complexity under

         similar climatic conditions are requested that the Applicant has successfully supplied, transported,

         constructed, installed and commissioned within the last ten (10) years, as well as information on

         operational readiness of such projects to date. The Applicant must submit at least two (2) references

         for wind power plants with relatively similar capacity or larger that have been commissioned within the

         last ten years and that are operational for at least two years.

         - For the financing under consideration, references of projects financed in similar ways in terms of size,

         project finance risk allocation and development finance institution lenders within the last ten (10)

         years. The Applicant must submit at least two (2) references for power projects with similar financing

         that have been commissioned within the last ten (10) years.

          grid stability control and short term storage to be installed at Cabeolica’s Sal wind site.

          This corresponds to a turnkey process, including engineering, procurement, manufacturing, transport to

          Site, installation, commissioning and testing.
