The NCC is seeking qualified firms to provide Construction Management services for a Building Adaptation Project located within a classified federal heritage complex in the National Capital
Region. Services will commence with a Pre-Construction Phase intended to support planning and design development, with the potential to negotiate subsequent Early Works and Full Construction
phases under a CCDC 5B contract. The project will be delivered using a multi-phased, multi-design-package construction management approach to support early works, risk mitigation, and schedule
optimization within a restricted and technically complex heritage site.
During the Pre-Construction Management phase, the selected Proponent will work closely with the NCC Project Manager and Design Team to ensure the project is technically feasible,
cost-effective, properly scoped, and ready for future construction procurement. The work includes demolition and replacement of Wing A with a new Zero Carbon-certified building, rehabilitation
and recladding of the mass masonry Wing M1, and associated envelope, window, and masonry upgrades.
Additional scope includes exterior works such as removal of temporary structures, reinstatement of impacted landscaping and services, new landscape design, removal and replacement of exterior
stairs, and reinstatement of a low retaining wall. Collectively, the project aims to modernize and adapt the facilities while respecting the heritage character of the site and supporting phased
construction delivery.
