This study involves design work in support of the ministry plan to expand Highways 61 and 11/17 (Thunder Bay Expressway) from Arthur Street to Balsam Street to a four-lane divided freeway with interchanges. The design work will include a review of existing conditions, updating the Approved Environmental Assessment (2016) as required, field investigations and associated design reports, cost estimates, utility relocations and property acquisitions.
