The City has chosen not to proceed with a competitive procurement process for this engagement because the services require highly specialized and uncommon expertise in process mining and data driven process discovery, combined with demonstrated public sector delivery experience and a proven, proprietary methodology that extends beyond standard process mining services. The proposed engagement is not a conventional business process review, analytics exercise, or workflow mapping initiative. It is a Process Mining Proof of Value, requiring the ability to analyze large volumes of system generated event data across multiple service request systems, reconstruct true end to end processes, and identify process variants, inefficiencies, and improvement opportunities that cannot be reliably identified through interviews, workshops, or traditional BPM techniques alone
