Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Proponents must attend a mandatory site visit scheduled on April 17, 2026 @ 10:00 a.m. Please see the 4.4 TERMS AND CONDITIONS OF RFP PROCESS for details.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:
The Proponent should demonstrate its experience in performing work similar in scope, complexity and estimated value as the Scope of Work stated in this Request Document, by including a detailed description of the Corporate Firms qualifications and experience including but not limited to:
I) 1) The necessary resources to sustain and complete the Scope of Work to the satisfaction of Metrolinx;
2) Minimum of five (5) years demonstrated experience in facility and commercial property management, including mixed-used commercial, industrial, office, or retail buildings;
3) Minimum of five (5) years of experience of commercial tenant management and lease administration services
4) Minimum of five (5) years of demonstrated experience working with diverse real estate portfolio that may include multi-tenanted buildings;
5) Procurement and management of property related services and repairs;
6) Procurement and management of vendor and contractor services;
7) Capital Expense reporting for capital repairs, replacement recommendations, and expense reporting;
8) Experience working on projects where adjoining properties and the surrounding community may be sensitive to the subject Properties, with a demonstrated ability to address concerns promptly, and fairly.
9) Demonstrated Operations experience working with facility management for a variety of properties, responsibilities shall include but is not limited to:
a) Preventative maintenance planning
b) Landscaping;
c) Snow removal;
d) Waste management;
e) Interior and exterior Common Area cleaning and maintenance;
f) Financial Management and Budgeting; to include year-end financial statements, maintenance and capital cost forecasts,
g) Tenant Management;
h) Rent Collection, TMI and additional rent management and collection. Management of general tenant relations, relocations, negotiations, mediation
i) Procurement of facility management services as required; including but not limited to electrical, mechanical or other construction contractors or any other service providers related to the Work;
j) Management of Utilities payments;
k) Building and site security measures;
l) Engineering services; and
m) Life Safety Operations.
n) Provided examples of reports for Proponent’s other clients that is relevant to the type of Work requested;
o) Clear and highlighted similarities to the work outlined in the Detailed Scope of Work;



Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
