Description

Notice is hereby given that the District of Lake Country (the “District”) is contemplating making a direct award of a contract to BOXX Modular (Black Diamond Group Ltd) (the “Supplier”) for the supply and installation of a modular office system at a location in Lake Country, BC for use as part of the District’s Public Works operations.

The high-level details of the equipment and services to be provided under the contemplated contract are generally described below:

Supply of both; a 60x44 ft purpose-bult office complex and 10x52 ft field office using a modular system.

Supply and installation of foundation materials across 57 points.

Delivery of all equipment to site in Lake Country, using pilot car system.

Building complex installation and assembly, including block & level, plus interior / exterior finishing.

Supply and installation of plywood skirting around buildings with vents.

The District intends to enter into the contract for the above-mentioned equipment and services, by April 17th 2026.

Maximum Contract Value:

The total value of the contract for the equipment and services described in section 1, will not exceed $430,000 plus taxes (the “Maximum Contract Value”).

Rationale for Contemplating a Direct Award:

The District is contemplating a direct award of a contract with the Supplier, for the reasons detailed in this section.

The District believes, but cannot strictly prove, that the Supplier is the only vendor that can reasonably supply the equipment and services, due to the following reasons:

Pre-Owned Equipment, which is Unique in the Market:

The office complex equipment of the contemplated contract is pre-owned (used), and therefore somewhat unique in terms of what is available for sale in the general market. As it involves mostly pre-owned equipment, the contemplated contract is at a value which is less than what new purpose-built offices complex buildings of this size would cost to purchase and install.

Available For Delivery:

The equipment is available now, and can be installed, ready for-use, before May 31st 2026.

An organization or individual may submit a written response in reply to this NOI (a “Challenge”) should the organization/individual feel that they can provide equivalent equipment and services (as detailed in sections 1 and 3) for an amount which is less than the Maximum Contract Value stated in section 2, and should therefore be provided an opportunity to submit a proposal through a full public Request for Proposals process.
