• Request for Information for an Ontario Immigration Nominee Program (OINP) Platform Modernization.
  
  The Ontario Immigrant Nominee Program (OINP) nominates qualified individuals for permanent residence in accordance with the criteria set out in the Ontario
  Immigration Act, 2015.
  
  Ministry of Labour, Immigration, Training and Skills Development (MLITSD) operates a public-facing platform (Ontario Immigrant Nominee Program (OINP)) that serves employers, applicants, and their representatives (immigration consultants and lawyers) through the e-Filing Portal.
  
  As Ontario’s economic landscape continues to evolve, OINP’s ability to remain aligned with government priorities is increasingly constrained by legacy technology and system limitations. These constraints limit the program’s capacity to adapt, scale, and deliver efficient, user-focused services.
  
  OINP must align with Government of Ontario’s new Target State Architecture (TSA). The TSA provides a
  strategic blueprint that defines the technologies and capabilities required to support government priorities and long-term service delivery objectives.
  
  To support this alignment, the Labour and Transportation I&IT Cluster (LTC) has recommended that the Ministry of Labour, Immigration, Training and Skills Development (MLITSD) modernize the existing OINP platform.
• Scope of Work
  The OINP Platform’s Applicant portal and Employer portal are integrated with the case management system to issue invitations to registrants and to process submitted applications.
  
  Also, the platform requires integration with the Government of Ontario’s Standard solution for Identity and Access Management (IAM), Online Payment Service (CCPay), Customer Experience Platform (CXP), Business Experience Platform (BXP), and centralized data repository (Data Lake) etc.
  
  In addition, the OINP collaborates with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).
  
  The OINP Platform requires a modern solution to remain aligned with evolving needs and the changing immigration landscape in Ontario.
