Description

Notice is hereby given that the Ministry of Agriculture and Food is contemplating making a direct award of a contract to Wine & Spirit Education Trust (“WSET”) (the “Supplier”). The Liquor Distribution Branch (“LDB”) is seeking Provision of WSET Educational Materials and Examinations.

The term of the contract is expected to be one (1) year with one (1) x 1-year option to extend. The aggregate value of the contract is expected not to exceed, exclusive of applicable taxes $307,000 GBP.

Rationale for Contemplating a Direct Award
The Province is contemplating a direct award with the Supplier for the following reasons:
WSET is the only organization that provides globally recognized certification programs for wine, spirits, and beer. Although a few other vendors offer only wine education programs, only spirits education programs, or only beer education programs, none provide education programs that cover all three categories—wine, spirits, and beer. WSET is also the only organization that provides the training of facilitators to administer their programs, and the option for the LDB to administer the certification exams in person at LDB facilities.

WSET has provided a “sole source letter” indicating that they are the sole supplier of WSET materials and examinations for North and South America
