Notice is hereby given by the Cowichan Valley Regional District (CVRD) of its intent to contract Phase 2 – Indigenous Engagement.
Supplier Name: Colliers Project Leaders (“Colliers”)
Description of Purchase: The project scope includes the following:
• Engagement Design & Pre-Session Coordination
• Three Thematic Cross-Regional Engagement Sessions
• Integration with Risk Assessment and Emergency Planning Processes
• Summary Report & Implementation Roadmap
• Cultivating Safe Spaces in Emergency Management Training
• Project Management and Ongoing Advisory Support
Value of Award: The estimated value is $160,000 Canadian dollars, excluding taxes.
The decision to directly award the service to this Supplier was made based on the following considerations:
1. Project Continuity & Consistency: In 2024, Colliers was awarded the contract of RFP 24-34 Indigenous Engagement Facilitation for assist Emergency Management Cowichan (EMC) in fulfilling
the Indigenous Engagement Requirements of the Emergency and Disaster Management Act (EDMA) 2023. The RFP included the provision for future work without further competition. Colliers’s prior
work and knowledge of this project as well as consistent approach to communication and engagement strategies with partners and stakeholders will ensure seamless continuity and enhanced
efficiency for Phase 2.
2. Proven Expertise: Colliers brings specific expertise and established stakeholder relationships from Phase 1 that no other suppliers can match.
All inquiries specific to this Notice of Intent shall be made in writing by email and directed only to Melody Liu, Procurement Manager no later than 2:00 p.m. Pacific Time on March 17,
2026.
