Wheatland County is seeking proposals from qualified Emergency Communications providers to deliver a centralized, resilient, and scalable emergency communications solution in support of its rural service area east of Calgary, including the Town of Strathmore and the Villages of Rockyford, Standard, and Hussar. The successful proponent will operate as a Primary Public Safety Answering Point (PSAP), providing 24/7/365 9-1-1 call handling, fire dispatch for eight fire halls, and coordination of multi-agency emergency responses. Services must integrate seamlessly with existing TELUS 9-1-1 infrastructure and operate within the Alberta First Responders Radio Communication System (AFRRCS), ensuring full radio interoperability and redundancy. The scope includes provision, implementation, and maintenance of a modern Computer-Aided Dispatch (CAD) system with GPS unit tracking, mapping integration, reporting, and mobile compatibility; support for Next Generation 9-1-1 (NG911) readiness; standardized call interrogation protocols; comprehensive documentation and analytics; quality assurance and testing programs; and compliance with applicable legislation and accreditation standards. Proponents must demonstrate experience in rural emergency response environments, strong interagency coordination capabilities, measurable and enforceable service levels (including defined KPIs), and a transparent, predictable pricing structure.
