The Department of Natural Resources Canada (NRCan) has a requirement to update the existing EV Infrastructure Planning map to inform Canadians and stakeholders about electric vehicle charging
infrastructure needs across the country
The work will involve the following:
• Review data availability and update existing data sources;
• Based upon the results of this review provide input and suggestions for updating of NRCan’s existing set of criteria used to identify underserved areas as it pertains to ZEV charging
infrastructure across Canada. These criteria may differ or apply uniquely to various streams NRCan uses for its funding programs.
• Focus of this product will prioritize publicly available charging in corridors and communities and may include a delineation of rural versus urban needs.
• Update and enhance the existing GIS mapping tool to help visualize and locate geographical gap areas and allow the program to prioritize gaps when considering future requests for proposals
to ZEVIP.
• Static version of the map to be accessible online and public facing through the NRCan GeoSpatial Mapping Services. This version will help inform future applicants for ZEVIP of where the
Government of Canada considers priority areas for investment.
• Minimum of quarterly updates to published map as more EV chargers are deployed and the geographical gaps are filled.
• Data used to support "geographical gaps" definitions and corresponding production of a GIS mapping tool will consider the inclusion of the following location-based data metrics and align
with the EV and Alternative Fueling Stations Locator: number of ZEV connectors by type (and power rating, accessibility such as private/public/residential if available); number of registered
EVs; population data; roadways and highways, traffic information; and Indigenous Lands.
• The data used may be expanded to include additional layers or criteria as datasets become available and/or are identified as necessary by NRCan to support accuracy and utilization of the
mapping tool for desired outcomes’
• Contractor must own and have full licensing permission for the provision of Intellectual Property for a GIS mapping service with capacity for advanced analytics with customizable
algorithms, base maps, and configuration.
• Include licensing for internal NRCan analytics capabilities and publication on NRCan websites.
The data used may be expanded to include additional layers or criteria as datasets become available and/or are identified as necessary by NRCan to support accuracy and utilization of the
mapping tool for desired outcomes. The tool will allow for filters and queries from internal government users. It is expected the contractor will provide knowledge transfer to allow for
continued maintenance of the tool, including the ability to update or expand data incorporated, allowing NRCan to manage the tool moving forward. The resulting publicly accessible map will be
available in both English and French versions at NRCan’s expense.
Key Deliverables include:
• Provision and use of licenses for 10 NRCan users to EV charging analytics
• Provision of Licensing to allow external use and publication of the GIS mapping tool.
• Regular meetings to review update progress and confirm sets of criteria for internal and external mapping analytic tools
• The provision of an accessible mapping tool for use as part of future ZEVIP requests for proposals.
• A static version of the map will be accessible online and public facing through the NRCan GeoSpatial Mapping Services. A comprehensive data set will
be provided to NRCan in an agreed upon format to facilitate this publication.
