Notice is hereby given that the BC Pavilion Corporation (“PavCo”) is contemplating making a direct award of a contract (the “Contract”) for the supply and delivery of LED field board to
BC Place Stadium (“BC Place”) to Solotech Inc. (the “Supplier”).
The Contract term is expected to be for a period of thirty-six (36) months. The aggregate value of the Contract is expected not to exceed, exclusive of applicable taxes, One Million Three
Hundred and Fifty-Three Thousand Nine Hundred and NinetyTwo Canadian Dollars (CDN$1,353,992.00).
Rationale for Contemplating a Direct Award PavCo is contemplating a direct award with the Supplier for the following reasons:
1. End-of-Life of Existing Infrastructure and Lack of Available Replacement Parts along with Critical Time Constraints Preventing a Competitive Procurement Process: The LED field boards
currently installed at BC Place were originally installed in 2011 and have reached the end of their operational life. Spare parts are no longer available, rendering continued maintenance
impractical and unsustainable. Replacement of the LED field boards is therefore required to maintain operational functionality and meet event requirements. Replacement LED field boards approved
for both Major League Soccer (“MLS”) and Canadian Football League (“CFL”) use must be delivered and installed at BC Place in advance of the first BC Lions home game scheduled for July
25, 2026. Given the manufacturing lead times and delivery requirements for specialized LED field boards, there is insufficient time to prepare, post, evaluate, and award a competitive request
for proposal, while still meeting this immovable operational deadline.
2. Inability to Rely on FIFA-Supplied LED Boards for Tenant Obligations PavCo had originally intended to continue to use the LED field boards supplied by FIFA for the 2026 World Cup following
the conclusion of the tournament. However, the FIFAsupplied boards do not satisfy the CFL requirements that the boards must be collapsible 4 and moveable upon impact and therefore cannot be
used as a permanent solution for league play. This outcome was not anticipated at the time of planning.
3. Dual Compliance with CFL and MLS Requirements The LED field boards proposed by the Supplier meet the technical and safety requirements of both the CFL and MLS. This dual compliance ensures
that a single solution can be used across PavCo’s multiple tenant leagues, avoiding the need for parallel or future replacement systems.
4. Technical Compatibility with Existing Centre Hung Videoboard System The Supplier is the contracted supplier for the replacement centre hung videoboard at BC Place. The proposed LED field
board solution utilizes:
• The same underlying technology as the centre hung videoboard;
• The same LED panel manufacturer as the centre hung videoboard, Absen Technologies; and
• The same maintenance and repair processes as the centre hung videoboard.
This compatibility ensures operational consistency and reduces complexity in system support, maintenance, and staff training.
5. Operational and Broadcast Efficiencies Through System Integration The graphics processor used for the centre hung videoboard at BC Place can be extended to drive the LED field boards,
creating additional addressable display space. This integrated configuration delivers efficiencies for the broadcast team during gameday operations by enabling centralized control and
consistent content delivery across systems.
6. Ability to Meet the Required Delivery Schedule The Supplier has confirmed that the delivery of the LED field boards can be guaranteed by July 15, 2026. This delivery timeline ensures
installation and readiness ahead of the first BC Lions home game of the season.
Any Challenge objecting to the NOI is required to be in English and sent to the Official Contact in writing or such Challenge will not be considered. Challenges to the NOI should be received by
the Official Contact before the Closing Date and Time.
