The Enhancement Policy Manual (EPM) is the authoritative operational policy manual that supports the delivery of Child Intervention services across Alberta. It translates legislative requirements, policy direction, and program expectations into operational guidance. The EPM is a publicly available document and is used by frontline practitioners, Delegated First Nation agencies, supervisors, and stakeholders. The EPM supports consistent decision-making, accountability, and alignment with legislative and policy requirements under the Child, Youth, and Family Enhancement Act and related legislation. The current manual exists primarily as a static PDF exceeding 1,500 pages and is updated on a bi-annual release cycle to reflect legislative amendments, policy changes, practice and system improvements. While the content is substantively sound, the current format presents challenges related to usability, accessibility, version control, and efficiency of updates. The objective of this Procurement is to engage a Contractor with specialized expertise and experience in large-scale policy content review, structuring, and digital preparation to support the transformation of the EPM into a clear, streamlined, and digitally ready policy resource, prepared for migration to the Government of Alberta’s Umbraco platform. Consideration of future development of AI tools to further increase usability and information accessibility is expected.
