SUMMARY OF PERFORMANCE The Contractor is responsible for the means, methods, and coordination of construction activities. The project execution must maintain continuous regulatory compliance at the active wastewater treatment facility. The tertiary treatment upgrade shall be constructed in a manner that always maintains full treatment capability, except for limited and controlled short-term shutdowns during which effluent may be temporarily retained within available lagoon storage capacity. No construction activity impacting process flow shall proceed without an approved Construction Sequencing Plan reviewed by the Owner and Consultant. OPERATIONAL CONTINUITY Treatment Integrity: Maintain full secondary treatment and disinfection of all influent flows for the duration of the contract. Short-Term Disruptions: Limit process interruptions to durations that do not exceed the available hydraulic storage capacity of the existing lagoons. Coordination: Submit and obtain review of a detailed Construction Sequencing Plan prior to initiating any work that affects plant hydraulics, power supply, or treatment processes. PERMITS, APPROVALS AND AUTHORIZATIONS Nova Scotia Environment Approval to Construct: The Owner has applied for an Approval to Construction and Operate from Nova Scotia Environment and Climate Change. The contractor shall be responsible to adhere to the requirements of the approval. Department of Fisheries and Oceans (DFO) Temporary Bypass Authorization: A minimum of 45 days prior to the decommissioning of the existing fuzzy filter, a Temporary Bypass Authorization will need to be submitted to DFO. The Town will be responsible for making the application and the contractor shall be responsible for coordinating with the Town regarding the timing of the application, and adhering to the requirements and timelines of the authorization once received. The contractor shall be responsible for the development, submission and adherence to an erosion and sediment control plan which meets the requirements of Nova Scotia Environment and Climate Change. The contractor shall be responsible for obtain all building permits required for construction, including electrical utility permits
