Project Background – To ensure the Province is in a constant state of preparedness regarding wildfire pre-suppression and suppression activities, the services of High Volume Water Systems may
be required on an “as-needed” basis with no guarantees of work.
Services may be required in any of the following, but not limited to, Forest Areas: Calgary, Rocky Mountain House, Fort McMurray, Lac La Biche, Edson, Whitecourt, Peace River, Grande Prairie,
Slave Lake and High Level.
Services may be provided for an undetermined length of time. Standard hours of operations at a wildfire are 14 consecutive hours (or less) in each day however, this amount can be extended to
include 24 hour operations as dictated by the fire environment and incident management.
b) Project Objectives - Up to 10 Contracts may be awarded with Services being requested using three call down lists in accordance with the three separate hose diameter sizes in the Proposal
Evaluation Criteria. The call down lists will be established using the Proposal Evaluation Criteria of this RFP with the highest scoring Proposal for each of the hose diameter size ranges (4 to
6 inch hose, >6 to 10 inch hose and >10 inch hose) in the first call position followed by the second, third, fourth, and so on. Successful Proponents will provide staff that are trained
at their expense, to deliver the Services throughout the province, and will ensure their staff are equipped with all necessary personal protective equipment and supplies needed for their
profession.
c) Project Structure/Business Model - Once the need for High Volume Water Services is identified, the call down list of Contractor’s will be utilized. The Contractor that is sent to deploy
High Volume Water Services will first send a representative to scout the mission to determine feasibility and system requirements. The Contractor’s representative will report to the Structure
Protection Specialist, Wildland Urban Interface Branch, Operations Section Chief, or Forest Area, and may work alongside the High Volume Specialist to determine requirements. Once the scouting
plan is approved, the Contractor will deploy the identified High Volume Water System.
