The consultant will complete a comprehensive review of the entire property—including three buildings, the dock, and the site compound—to identify all environmental and emergency risks and develop a site‑wide Environmental and Emergency Response Plan. Work will include assessing existing conditions; identifying potential emergency scenarios (such as marine spills, helicopter pad incidents, hazardous materials, tenant equipment, flooding, force majeure impacts, and access disruptions); defining owner and stakeholder responsibilities (PSPC, tenants, Vancouver Port Authority, and BGIS); determining required mitigation actions, procedures, and equipment; recommending spill kits with quantities and replacement schedules; identifying training requirements; providing a list of qualified emergency and environmental response vendors; and recommending site signage and placement, including spill‑related information referencing the selected contractor and NSCC as backup.
