Description

Notice is hereby given that the Vancouver Island Health Authority (Island Health) intends to extend its contract for Heliport Consulting Servicesfor a term of 3 years, with option for possible further extensions. This extension will include additional funding of $500,000 (excluding applicable taxes).

In accordance with applicable trade agreements, Island Health has chosen not to proceed with a competitive process for the following reason: • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason: (a) Due to an absence of competition for technical reasons. RGHeliservices Consulting Inc. offers Heliport Consulting services including:
• Heliport Operations Manual (HOM) software (copyright) to enable efficient maintenance of HOM in compliance with Transport Canada regulations. Only supplier in Canada.
• Heliport Safety Personnel Training (copyright)– Online Training Program using advanced AI for fully automated program delivery. Only supplier in Canada.
• RTK RPAS (Drone) aerial orthomosaic mapping, aerial video and photos to verify flight path and heliport compliance with regulations and standards. Only supplier in Canada.

Vendors wishing to object to this decision should email an objection by (Closing Date) February 23, 2026, no later than 12:00 PM, Pacific Time to: Parmeet Mahajan. Island Health will review any and all issues received by this date and provide due consideration to each objection. Island Health’s decisions will be final.
