City of Prince George (the “City) invites submissions from qualified Proponents demonstrating their interest, relevant expertise and capability to provide a business case for additional key
anchor land use facilities within the Prince George Civic Core District where a number of anchor civic facilities exist today, and as described within the proposal.
Key Objective: To provide a comprehensive business case to the City of Prince George that identifies the optimal integration of mixed-use housing, a performing arts centre, an ice facility, and
flex space to support the long-term economic, cultural, and community interests of the downtown core and the broader community as further described in Annex 2. The business case will clearly
and convincingly address two fundamental questions:
1.What is the best overall outcome once the development is completed?
2.Why does this outcome deliver the greatest long-term benefit?
This project may include the following phases:
PHASE 1: Development of the business case and roadmap that outlines the feasibility and options of additional anchor uses of mixed-use housing, a performing arts centre, an ice arena and flex
space within the City-owned lands within the Downtown Civic Core District area.
PHASE 2: A potential future phase which may include immediate prioritized recommended outcomes of Phase 1 and is anticipated to include, design and cost estimates, visualizations and the
development of a Civic Core District Plan. The City reserves the right at its sole discretion, to engage the successful Proponent for the additional scope of work associated with Phase 2 of the
project. Implementation for Phase 2 which would be subject to council direction, budget approval and the satisfactory performance of the successful Proponent’s completion of Phase 1
deliverables.
This solicitation may lead to sequential or concurrent negotiations with one or more Proponents offering the most advantageous proposal(s), or to the creation of a Contract without
negotiations.
