Metrolinx is accepting Submissions for Provision of VOR + 2nd Stage Accounting and Tax Advisory Services

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.

Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:

The Proponent should demonstrate its experience in performing work similar in scope, complexity and estimated value as the Scope of Work stated in this Request Document, by including a detailed description of the Corporate Firms qualifications and experience including but not limited to:

I) Accounting advisory: Demonstrated experience working with the Office of the Auditor General of Ontario (OAGO). Experience must include drafting and reviewing technical accounting position papers on emerging topics and complex accounting issues on behalf of the client that are reviewed with the Auditor General as well as providing accounting advice to the Auditor General on behalf of the client. Experience identifying alternatives and providing value added advice as part of the white paper and to the client.;

II) Accounting advisory: Demonstrated experience providing feedback to Office of the Provincial Controller’s Division (OPCD) on accounting position papers prepared by the client, responding to OPCD questions on accounting issues on behalf of the client and engaging in meetings with OPCD.

III) Accounting advisory: Demonstrated experience managing the implementation of new public sector accounting standards for clients, including research, interpretation and application of new standards, providing guidance to clients and stakeholders, quantifying the adoption impact, communicating impact with stakeholders, implementing system changes to record the accounting standards and developing appropriate accounting policy and procedures manual.

IV) Demonstrated experience working with the Ministry of Transportation Ontario directly or on behalf of the client on accounting issues.

V) The accounting advisory partner leading the projects for accounting advisory and ad-hoc corporate controllership and DCFO support services needs to have minimum 15 years of industry experience with strong leadership demonstrated through relevant projects in the public sector as well as thought leadership on emerging topics and engaging with accounting professionals on conferences and training sessions on public sector accounting topics.

VI) Demonstrated industry experience related in public sector, transportation industry and not-for-profit environment.

VII) The tax advisory partner leading the project needs to have a minimum 15 years of industry experience with strong leadership demonstrated through similar projects as identified in the scope as well as thought leadership on emerging topics and engaging with accounting professionals on conferences and training sessions on Harmonized Sales Tax topics.
