• The Ministry is seeking Bids for engineering services to develop a detailed site-specific design for the cleanup of contaminated sediment in Pringle Creek, near the mouth of Whitby Harbour.
  The Contract is for an initial term of 3 years starting as early as February 2026. There is one possible one-year extension which is at the Ministry’s sole discretion.
  Objectives:
  The Vendor shall perform specific tasks, including but not limited to:
  i) designing the most cost-efficient plan to clean up the contaminated sediment in Pringle Creek.
  ii) prepare detailed and actionable plans for Site access, contaminated sediment removal and disposal, and site restoration of the creekbed and the Site.
  iii) prepare a Contract Package for tendering the Project, including a cost estimate for the Construction Period, and provide assistance during the Construction Tender Period and during the Construction Period.
  iv) oversight of Construction Vendor during Construction Period
  v) prepare a long-term environmental monitoring plan, including a cost estimate for such plan.
  The Vendor shall provide all materials, services and reports as outlined in the RFB and have complete control of, and responsibility as it relates to the Deliverables.
• Scope of Work
  Deliverables:
  (a) preparation of the detailed design of the Project including Contract Drawings, Technical Specifications and Special Provisions;
  (b) consultation with regulators and submission of approval and permit applications;
  (c) preparation of a Post-Cleanup Long-Term Monitoring and Verification Sampling Plan and cost estimate to implement the plan;
  (d) preparation and submission of the Contract Package for the Ministry to tender the Construction of the Project (sediment removal and disposal and site restoration) including a cost estimate for Construction of the Project;
  (e) preparation of a construction supervision plan;
  (f) design support during the Construction Tender Period;
  (g) oversight of construction for general conformance to the Vendor’s detailed design of the Project; and
  (h) act as the ‘owner’s engineer’/contract administrator during the Construction Period.
  
  The Vendor shall provide the Deliverables listed in the RFB on or before the corresponding timelines set out in the RFB.
