The District of West Vancouver (‘The District’) is inviting Proposals from professional, qualified and experienced firms to select a Proponent to provide progressive design build services
for the Cypress Village Fire Station and Works Yard Reconfiguration project
The project has two main objectives:
a) Design and construct a new fire station that meets service needs, can be completed within the allocated capital budget (which is fixed), and can be completed within the required timeline (by
November 2029). The intent is to have a simple design for the fire station and to prioritize operational performance.
b) Develop and implement an overall master plan for the District’s works yard site. The existing Operations Centre building will remain as is, but the master plan should set out how to
optimally lay out the site, taking into account implications of the new roundabouts to be built on Cypress Bowl Road by others, new driveway access to be built into the works yard site by
others, new MUP to be built by others, new facilities to be built on-site (Cypress Village Fire Station, relocated MTF functions) as part of this project, need to relocate any displaced uses
(e.g. some uses such as the salt shed and wash bay will need to be relocated on-site, there may be changes needed or desired to the existing fire training grounds) as part of this project, need
to revise on-site circulation and parking as part of this project, and other consequential changes that are part of this project (e.g. new site fencing, excavation work, new retaining walls to
create optimal bulk storage areas, relocation of existing containers, plow storage, drainage/sediment control measures, new lighting). A scenario in which the MTF functions are relocated to an
alternative site will also need to be explored.
Given these two objectives, Proponents should demonstrate their expertise in efficiently designing and constructing fire stations and laying out complex works yard sites. This could be achieved
by carrying a dedicated consultant with expertise in fire station functional programming/design and a dedicated consultant(s) with expertise in works yard site master planning as part of their
project team, or by demonstrating the proficiency of their core design professionals such as architectural and civil consultants
