Description

Notice is hereby given that Vancouver Coastal Health Authority (“VCHA”) (the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide annual support and maintenance for Telecom Services for NEC Telephony Infrastructure for VCHA for a term of 1 year at an estimated value of $118,000CAD.

In accordance with applicable trade agreements PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:

• to ensure compatibility with existing products/systems
• The VCHA have legacy NEC Private Branch Exchange (PBX) and Speech Attendant equipment and software deployed across Health Authority. Forerunner Canada Inc. is the only supplier who can provide maintenance, support and updates for their proprietary software and equipment. There are no other suppliers capable of maintaining software patch levels on NEC Canada Inc. products that are past end of support. (NEC Canada Inc. changed its business name to Forerunner Canada Inc. effective April 02, 2025).
  
  Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Neil Vafin Category Lead, IT Infrastructure, PHSA Procurement, by email before 12:00pm Pacific Time, Monday February 2nd, 2026. PHSA will review any and all issues received by this date and provide due consideration to each objection.
