The City is seeking a qualified consulting firm to advise on best practices, provide sound recommendations and an implementation plan to establish a dedicated Water Utility department, led by a Chief Operating Officer (COO) of Water Services reporting to the Chief Administrative Officer (CAO) and accountable for end-to-end performance across service, cost, risk and reliability. This structure will consolidate all core functions includingOperations &Maintenance,TechnicalServices,QualityAssurance, Planning andRegulatory, Risk andHealth,SafetyandEnvironment.ThisCity department will include thecreationofsegmentedWaterUtility financial statements, allowing the City to more clearly link spending to performance and make well-informed, long-terminvestment decisionsthatstrengthenthereliabilityandresilienceof the watersystem.
