The District of West Vancouver (‘The District’) invites proposals from experienced design-build teams to complete the Youth Hub Facility design-build project.
The project site is located in Ambleside Park on Pound Road in West Vancouver, immediately east of the
West Vancouver SPCA. The proposed building size is approximately 3,500 ft², complemented by 9,500 ft²
of outdoor space, and will prioritize the essential functions needed to operate a Youth Hub. The facility is
intended to support District-led programming, with community service providers accessing the space when
it is not in use by the District. The design must accommodate at-grade access for Youth Hub drop-off and
pick-up, with parking.
An indicative design process has been completed for this project to identify the needs and requirements for
the new Youth Hub and its outdoor space in relation to the proposed building site. The drawings and
functional program are attached to this RFP.
The successful proponent will be responsible for all aspects of the design, the acquisition of all necessary
development and building permits, and all construction activities. The successful proponent shall perform
the work in accordance with applicable codes and standards. Flood hazard engineering and archaeology
services will be arranged by the District.
The District is open to the use of any suitable structural system, including but not limited to timber, steel,
concrete, pre-fabricated, or modular construction. Proponents are encouraged to propose the system that
best meets project objectives, performance requirements, schedule, and overall value.
The use of high-quality building materials, mechanical, and electrical systems to ensure maximum energy
efficiency is expected and proposals need to demonstrate the manner that this will be achieved. A fully
electrified building is required as there will be no natural gas service.
