Description

Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide strategic advisory services in support of transportation governance and planning, and in relation to the new CRD Regional Transportation Service (RTS).

The supplier is responsible for providing informed advice based on industry knowledge and subject matter expertise while applying strategic insights supporting transportation governance within CRD, including the implementation of the RTS. A prior contract was previously executed with Mobility Foresight Services Ltd. to support the service establishment process. This new work includes the advancement of dialogue with key stakeholders related to the ongoing implementation and governance of the service and regional long range transportation planning. The cost associated with this contract is $70,000.00, for an aggregate amount of $143,000, including the previous contract.

In accordance with applicable trade agreements, CRD has chosen not to proceed with a competitive process for the following reason:

•the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a)due to an absence of competition for technical reasons.
And in keeping with CRD Procurement Policy:
•where the value of a transaction for goods or services is less than $75,000 and that a competitive process would not be practical.

Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements set out above. This is to be addressed for the attention of Kara Mullin, by email before 2:00pm Pacific Standard Time, January 23, 2026. CRD will review any information or objection received by this date and assess each objection against the criteria. This assessment will be kept on file. If an objection is justified, a competitive process will be undertaken. For any objections that are rejected, CRD will provide reasons why the objection did not satisfy the needs of CRD in this procurement.
