Description
This project involves the complete renewal of the chilled-water cooling infrastructure at 291 York Avenue to restore reliable, energy‑efficient, year‑round cooling and heating capacity for
the facility. The work includes the removal of the existing failed water-cooled chiller, obsolete cooling tower, and fluid cooler, followed by the supply and installation of a new
chilled‑water plant, including a new cooling tower, pumps, heat exchangers, piping modifications, and upgraded DDC controls. The project also includes conversion of the building’s
air-handling equipment from DX cooling to chilled‑water coils and replacement of indirect gas-fired heating sections with new hot‑water coils. All construction, tie-ins, and commissioning
activities must be executed while maintaining continuous building operations and cooling.
Under a CCDC 5B Construction Management Contract, the Construction Manager (CM) will provide comprehensive pre‑construction, construction, commissioning coordination, close‑out, and
post‑construction services as described in Schedules A1 & A2, this RFP, and project-specific requirements. Responsibilities begin with a brief transition period to become fully familiar
with the completed design, commissioning plan, project requirements, and execution strategy. Following this transition, the CM will assume full control of the construction site and retain
responsibility until all work is completed, commissioned, accepted, and closed out.
The CM’s services include constructability reviews, cost planning, schedule development, logistical planning, and procurement strategy. The CM will manage all trade procurement activities,
including pre-qualification, issuing bid packages, leading tendering processes, evaluating submissions, and making award recommendations to BGIS. Upon approval, the CM will enter into and
administer all trade contracts.
Throughout construction, the CM will provide full site management, including health and safety oversight, quality control, coordination of all trade contractors, schedule management, reporting,
and management of unforeseen conditions. The CM will collaborate with the Consultant during field reviews and implement corrective measures to maintain contract compliance.
The CM will also support and coordinate the full commissioning process by designating a Commissioning Coordinator responsible for scheduling and executing commissioning activities in
collaboration with the Consultant, the BGIS Commissioning Oversight Representative, and trade contractors. Commissioning responsibilities include managing equipment start-up, testing,
functional verification, documentation, operator training, CMMS data collection, and seasonal commissioning requirements, ensuring full alignment with the Contract Documents and the
Construction Schedule.
At project close‑out, the CM will coordinate deficiency resolution, final commissioning, system start-up documentation, O&M manual assembly, training sessions, and turnover packages,
ensuring all requirements of BGIS and the Consultant are met and all systems are performing as intended. During the post-construction period, the CM will support warranty inspections, seasonal
commissioning follow-ups, and any corrective work required under warranty obligations.

Proponents are advised that there will be an Optional site visit to be held on January 16, 2026 at 9:00AM CST. A maximum of one representative of each Proponent, or its
authorized representative, are permitted to attend the Optional/Mandatory site visit. Attendees will meet the BGIS Representative at the Stanley Knowles Building a 391 York Avenue, Winnipeg,
Manitoba. Site visits will be conducted in small groups. Proponents are advised that they must preregister via email to Crystal.yan@bgis.com by January 15th, 2026 to be
authorized to access the site. Failure to register may result in the Proponents representative being refused access to the site. BGIS will contact all Proponents that register and confirm the
site visit time in the case when there are multiple site visit times. Proponents are only required to attend one scheduled site visit to be eligible to bid.
