Metrolinx is accepting Submissions for the provision of Emergent Environmental Contamination Investigation Services.

Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.

Metrolinx is seeking professional consulting services on an emergent basis to provide Environmental Contamination Investigation Services, as required, to support capital infrastructure and operational projects. As part of the due diligence process, Metrolinx conducts various investigations to determine, evaluate and mitigate potential liability and risks. Due diligence also assists in regulatory compliance and planning for future project requirements.

The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Environmental Services with focus on contamination on an emergent basis over a two (2) year term, with the potential of renewal of up to three (3) one (1) year extensions, for a total of five (5) years. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:

• The Proponent should have a minimum of ten (10) years of experience to include various services such as Phase One and Two Environmental Site Assessments, risk assessments, excess soil characterization and management, preliminary geotechnical and hydrogeological studies, designated substances and hazardous materials surveys, peer reviews of environmental investigations and studies, and environmental site inspections.
• The Proponent should be in good standing with the Association of Professional Engineers of Ontario or Association of Professional Geoscientists of Ontario, and have members who meet the criteria for Qualified Persons (QPs), as defined in Ontario Regulation (O. Reg.) 153/04and O. Reg. 406/19 and subsequent amendments.
• Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
