NOI Title: Life Guard Application SRO

Notice is hereby given by Provincial Health Services Authority (“PHSA”), as an agent for the Health Authorities,
to directly award a contract to the following supplier to provide the Lifeguard App for a term of thirty-eight (38) months at an estimated value of $2,700,000.00. (excluding applicable taxes).

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason:

• the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
• Due to an absence of competition for technical reasons.
• The Lifeguard Opioid Harm Response and Monitoring System is currently deployed across BC in Single Room Occupancy (SRO) environments, supporting approximately 3,000 users. It is critical to addressing the urgent opioid crisis in BC and is the only available solution providing a secure connection to 911 for potential overdoses. Transitioning to another product would require extensive trials and testing, resulting in service disruption and increased risk to client safety.
  
  Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Ryan Hilts, Buyer, by email before 2:00pm Pacific Time, December 29, 2025. PHSA will review any and all issues received by this date and provide due consideration to each objection.
