Notice is hereby given that the Capital Regional District (the “CRD”), intends to directly award a contract to the following supplier to provide specialized Inflow and Infiltration
(I&I) Engineering Consulting Services for a term of three (3) years, with a total value of $150,000.

CRD has chosen not to proceed with a competitive process for the following reason:
• the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
o To ensure compatibility with existing products/systems; and
o Due to an absence of competition for technical reasons.
The project requires a consultant with demonstrated expertise in I&I and the CRD sewer system, including sewer infrastructure upgrades, as well as strong proficiency with the CRD sewer
model, applicable bylaws, and FlowWorks.com. To date, the Core Area sewer model has been maintained and operated by KWL using their own software license, and the CRD has no plans to bring this
software license in house. KWL has extensive experience in I&I planning through their work with municipalities and regional districts across BC
Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements and criteria set out above. This is
to be addressed for the attention of Jeannette Zheng, Procurement Services, by email before 2:00pm Pacific Standard Time (PST) on December 22, 2025.The CRD will review any and all issues
received by this date and assess each objection against the criteria. This assessment will be kept on file. If an objection is justified, a competitive process will be undertaken. For any
objections that are rejected, the CRD will provide reasons why the objection did not satisfy the needs of the CRD in this procurement. Please Reference File # IWS 2025-073 on all written
correspondence. Challenges to this NOI become the property of the CRD and will be held, subject to the provisions of the Freedom of Information and Protection of Privacy Act.
