Metrolinx is accepting Submissions from Proponents for a Vendor of Record (“VOR”) +2nd Stage arrangement for the provision of Engineering, Consulting, and Construction Management​ Services.
The requirements and Scope of Work are described in the Request to Qualify and Quote Documents which are only available through the Metrolinx MERX Electronic Bid Submission (EBS) Portal at www.metrolinx.merx.com
ELECTRONIC BID SUBMISSIONS will be accepted until 3:00 p.m. Toronto, Ontario time on January 15, 2026.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Proponents.
Only Proponents who possess the requested experience and qualifications will be considered for award of this Contract. The Proponent should demonstrate its experience in performing work similar in scope, complexity and estimated value as the Scope of Work stated in this Request to Qualify and Quote Document, by including a detailed description of the Corporate Firms qualifications and experience including but not limited to:

• Minimum five (5) years of experience in
• Engineering and consulting services, project delivery, construction supervision and contract administration for design development of industrial, mixed-use properties, commercial, retail, institutional, and residential projects;
• Real estate development asset types (e.g. residential, commercial, industrial, retail, multi-family, etc.), with a focus in mixed-use high-density transit-oriented development projects; and
• Managing complex properties and portfolios.

  Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
