Policy on Reciprocal Procurement: This solicitation is open only to Canadian suppliers and to Suppliers of an applicable trading partner.
Competitive Procurement Strategy: lowest priced compliant bid.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada requires expertise in the area of toxicology as it relates to drug testing in human urine.
Objectives: To provide expertise in the area of urine drug testing, substance use and provide inspections services of CSC’s contracted laboratory.
Deliverables:
1. Provide an electronic report within one month following the laboratory inspection. The report must contain the assessment results. The Contractor must be available for post-inspection
meetings to discuss the findings.
2. Provide a written expert testimony or opinions for legal or disciplinary proceedings within 7 days of receipt.
3. Provide written expert advice on urinalysis results within 72 hours of receipt.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Contract and Time Frame for Delivery:
Period of the Contract: The Work is to be performed during the period of April 1, 2026 to March 31, 2027 with the option to renew for three (3) additional one-year periods.
